TCP Garage Rules
You are required to comply with the following rules when staying in the Domestic Terminal Parking Area – Tan Son Nhat Airport:
- Smoking, drug use, gambling, playing cards or drinking alcohol, alcohol, etc. are prohibited.
- Street vendors, unorganized motorbike taxis and soliciting customers are prohibited.
- Littering, defecating, causing noise and disturbing security and order in parking areas are prohibited. Please adjust the volume in the car to a low level when moving into the Parking Area.
- Vehicle repairs are prohibited (except in special cases approved by the Parking Area), vehicle washing, and washing of towels for cleaning vehicles in the Parking Area.
- It is prohibited to bring explosives, flammable substances, toxic substances, corrosive substances or any other objects or substances into the Parking Area that can affect security and order, fire prevention and fighting of the Parking Area.
- Passengers and vehicles entering the Parking Garage must follow the parking and traffic instructions of the Parking Garage staff and the signs. Slow down when entering the Parking Garage, the driving speed limit in the Parking Garage is 5km/h.
- Do not park in restricted areas, prohibited parking areas or the entrance to the Parking Garage. Violations may cause congestion, accidents or injury to others and endanger fire safety.
- Park the vehicle in the correct location, park the vehicle neatly, the front of the vehicle must be turned outward so that the vehicle can be quickly and easily controlled to exit in case of emergency. The vehicle doors must be locked and the vehicle windows must be closed before leaving the vehicle. Two-wheeled vehicles must not lock the steering wheel in the parking area, keep the helmet and personal belongings.
- The Parking Garage is not responsible for damage, loss of spare parts and objects left inside the car or two-wheeled vehicle. The vehicle owner shall be responsible for his/her own and the driver’s careless or negligent behavior.
- After parking the vehicle, the occupants shall be required to turn off the engine and leave the parking area within 10 minutes; no sleeping, resting in the car or sleeping overnight in the Parking Garage.
- Vehicles parked in the Parking Garage must have a card issued by the Operations Department – Parking Garage. The vehicle owner must immediately notify the Operations Department when the card is lost. The Operations Department will make a record of the loss of the vehicle card and carry out the necessary procedures to reissue a new parking card according to regulations.
- Trucks and vehicles carrying goods are not allowed to park in the Parking Garage area, and may only stop for no more than 10 minutes to deliver or receive goods at the designated location and have registered before arriving at the Parking Garage Operations Department.
- For vehicles parked in violation of regulations, vehicles leaking fuel or damaged causing danger to the Parking Garage, or in the event of a fire or causing inconvenience to the Parking Garage, the Operations Department is required to force the vehicle out of the Parking Garage area without prior written notice and shall not bear any legal responsibility for moving and arranging the vehicle to a new location. The cost related to moving the violating vehicle will be paid by the vehicle owner.
- The Parking Garage has the right to refuse to accept vehicles in the following cases:
- Not following the instructions of the parking staff or security guards.
- There is a burning smell, fuel leakage, modified vehicle, blurred license plate, no license plate or there is a risk of causing loss of safety, traffic safety and fire safety.
- The driver is drunk due to the use of alcohol, beer, stimulants or cannot control his behavior, speaking loudly to the parking staff or security guards.
Filming, recording, advertising, distributing leaflets, and professional training activities must be approved by the Operations Department – Parking Lot.
If you violate any of the above regulations, the Operations Department – Parking Lot staff will remind you, make a record, fine you, or hand you over to the authorities for handling depending on the content and severity of the violation.

Terms and conditions
Article 1: Scope, responsibilities and applicable subjects
- Scope and responsibility of parking lot management and operation: This document regulates the organization and management of parking lot business operations, handling of violations of regulations on safety, fire prevention and fighting security and parking lot aesthetics, and issuance of notices on parking lot regulations.
- Applicable subjects: All passenger transport activities by taxi and passenger transport under contract (hereinafter referred to as contract vehicles) of car companies that have signed a contract to rent parking spaces at the parking area of the Domestic Terminal Parking Garage (hereinafter referred to as the Garage) at Tan Son Nhat International Airport (hereinafter referred to as the Port).
Article 2: Regulations on parking lot use.
All taxi and contract car companies wishing to use TCP’s parking lot must complete the following legal procedures:
- Have a parking space rental contract with the Garage
- Have a business registration certificate and a business license for automobile transportation, including the transportation business line, issued by the Department of Transport.
- Have a badge issued by the local Department of Transport.
- Have labor contracts with drivers and operators, provide full uniforms for drivers and operators.
- Have a commitment stating “Absolutely comply with the regulations of the Port”.
- Signed commitment to comply with TCP parking regulations.
- Have a license to register to use radio frequencies (walkie-talkies)
- Have registered car paint color, company logo, and public price list
- Have registered the number, type of vehicle, and license plate with the Garage.
- Have a list of operating staff and a list of drivers working at the parking lot.
- Must comply with all parking lot regulations managed by TCP.
Article 3: General regulations for car manufacturers
- Only car companies that have a parking space rental contract with the Bus Company are allowed to operate passenger transport in the car parking area of the Bus Company.
- It is not allowed to arbitrarily grant permission to other car companies to park in your location without the written consent of the Parking Manager of the Parking Company.
- Ensure that the vehicle has the same paint color and logo as registered, has a usage period of no more than six (06) years from the year of manufacture, and is intact, not dented or scratched much. The vehicle is equipped with escape tools and/or fire extinguishers that are still usable and within the prescribed period.
- The slogan “Human life is paramount” must be posted inside the vehicle in an easily recognizable location in the driver’s seat as required.
- Shipping costs are publicly announced/listed.
- Do not hire operators or drivers who use drugs or are involved in social evils.
- Thoroughly understand the rules and regulations of the parking lot of the Bus Company to each operator and driver when operating in the parking area of the Bus Company.
- Arrange for qualified management staff who have a good grasp of the rules and regulations of the Bus Station and its own bus company to coordinate with the Bus Station’s functional forces in maintaining security, order, and civility at the Bus Station’s parking area.
- Ensure that there is always an operator and/or team leader in the parking lot to regulate vehicles entering and leaving, manage the company’s staff and contact the Garage when necessary. Regularly update the contact information of the company and operator/team leader to the Parking Lot Management
- Strictly handle violations of operators and drivers and respond to the handling results within 30 days from the date of receipt of the violation report sent by the Bus Company.
Article 4: General regulations for operators and drivers
- Must wear the airline’s uniform and name tag according to the airline’s regulations, have a serious demeanor, and behave in a polite, civilized, and courteous manner towards passengers.
- Present necessary documents when requested for inspection or examination as prescribed by law.
- Trained in professional skills, knowledge of social security and order, fire prevention, environmental sanitation, behavior and communication.
- Responsible for keeping the environment clean in the parking area of the Garage.
- Do not fight, assault, or threaten passengers, colleagues, or employees on duty at the bus station.
- Prohibit soliciting customers causing disorder in the parking area.
- Smoking is strictly prohibited within the TCP garage.
- Do not park in restricted or prohibited areas.
- Vehicle repairs are strictly prohibited at the parking lot except in special cases with the approval of the TCP management office.
- Do not gamble or drink alcohol in the parking lot.
- The vehicle owner/driver shall be responsible for any damage, fuel leakage or accident caused by his/her vehicle to persons or to vehicles parked in parking lots or driveway areas.
Article 5: Regulations for Executive Staff
- Have a professional qualification in transportation from intermediate level or higher or a college degree or higher in other economic or technical majors and have 03 years or more of continuous working experience in a transportation unit.
- Responsible for reminding drivers to behave properly, civilly and politely with passengers.
- Guide passengers to the correct designated pick-up point and assist special passengers (elderly, disabled, children, pregnant women)
- Inform passengers about the driver’s number and necessary hotline numbers for contact.
- Coordinate with the bus company’s security forces in guiding passengers and investigating. When there is a customer complaint and is responsible for signing the violation report or incident report
Article 6: Regulations for Drivers
- Have a valid driver’s license issued by a competent authority, be in good health according to regulations of the Ministry of Health,
- Responsible for serving and assisting passengers on your vehicle at the designated pick-up point
- Strictly comply with road traffic laws and other regulations set forth by the Carrier.
- Stopping, parking, or picking up or dropping off passengers in places other than designated areas is prohibited.
- Speeding, reckless overtaking, fighting for parking spaces, and competing for customers with other car companies are prohibited.
- Parking is required in the designated parking space for each company with the number of spaces as specified in the parking space rental contract.
- It is forbidden to steal or appropriate passengers’ belongings. For luggage left on the vehicle, the driver must immediately notify the carrier to contact the passenger to return the luggage.
- Do not drop off passengers in the middle of the road before reaching the customer’s requested destination or transfer vehicles without the customer’s consent.
Article 7: Special regulations for taxi companies
- Prohibit the act of refusing customers to travel short distances.
- A light box with the words “TAXI” or “METER TAXI” printed on the roof of the taxi must be permanently attached, clearly visible from both the front and back of the light box. The outside of both sides of the vehicle must have the company name, phone number, company logo, and taxi serial number (according to the serial number of the managing company).
- The vehicle must be equipped with a walkie-talkie and a meter that calculates fares based on the number of kilometers traveled (in VND) inspected by a competent authority and sealed in a position that is easy for passengers and drivers to observe, and connected to a receipt printing device.
- The taxi meter must be turned on before it starts transporting passengers.
- Prohibit the use of non-meter fares without the passenger’s consent.
Article 8: Special regulations for contract car companies
- Passenger transport contracts are signed between a transport business unit and an organization or individual who needs to rent the entire vehicle. For each vehicle trip, the transport business unit is only allowed to sign 01 passenger transport contract.
- A passenger transport contract must include the following basic contents: contract performance time, departure and arrival addresses; outbound and return journeys (clearly stating the departure point, route, pick-up and drop-off points in both directions, and the end point of the journey); number of passengers; contract value; passenger benefits and passenger services on the journey.
- When using a car with a designed load of 10 passengers or more, the transport business unit must notify the Department of Transport where the Transport Business License is issued with information about: the itinerary (departure point, route, pick-up and drop-off points, destination point), contract implementation time, number of passengers in writing or by email. The distance of the itinerary is determined from the departure point to the destination point.
- Contracted car companies notify the Parking Management about: itinerary (departure location, route, pick-up/drop-off point, destination point), time of transportation contract implementation, transportation fee.
- Contracted car companies are only allowed to use cars with registered license plates with the Car Company.
- The outside of the vehicle must have the name and phone number of the passenger transport business unit on the front of the outside of both sides of the vehicle body or on both sides of the vehicle doors; must have the “CONTRACT VEHICLE” badge according to regulations.
- The quantity, quality and arrangement of seats in the vehicle must be in accordance with the vehicle design.
- Collect transportation fares according to the signed contract value. Do not sell tickets, collect money, or confirm reservations for each passenger in any form.
- When transporting passengers under contract, the driver must bring the transport contract and passenger list.
- Each contracted car company is only allowed to send a maximum of 2 employees to pick up passengers at the location designated by the Parking Garage.
- Contracted bus company staff are strictly prohibited from picking up or dropping off passengers in the domestic terminal. They are only allowed to pick up or drop off passengers at the bus company’s designated locations.
- Do not solicit or compete with other car companies for customers.
- It is forbidden to take advantage of dropping off passengers to pick up passengers at the same time.
- The operator must guide customers to the designated waiting area and guide them to the vehicle.
Article 9: Regulations on handling violations
Operators and drivers must comply with the regulations of the Port and Parking Garage and be subject to inspection and supervision by Security and Order forces in the Parking Garage area, including:
- Security force
- Parking Operations Department’s post-inspection force
- Mobile police force
- Other security forces at the Domestic Terminal Parking Garage (if any)
In case of violation, the above forces are responsible for reminding, making a record of violation or transferring to competent authorities for handling according to the provisions of law.
